Originally published in the Guardian on 3 February 1990President De Klerk’s unbanning of the African National Congress, and other concessions to the opponents of apartheid, were described as “positive steps” by Mr Walter Sisulu, the ANC leader freed last year. He added, however, that further changes were needed before international pressure on the South African Government ought to be eased.
